This thesis discusses the role of the Government in the fulfillment of the right of prisoners to obtain the appropriate health services based on the Government Regulation of Nmor 32 Year 1999 (Study on Prisons of Class IIa Pontianak) ". The method used in this research is the Sociological Juridical approach. The conclusion of this thesis is that the factors that cause the right of prisoners to obtain appropriate health services based on Government Regulation Number 32 Year 1999 in Prison Class IIa Pontianak has not materialized is the Right Factor of HealthSuper commonly known existence of two basic human rights, that is basic right Social and individual rights. From the existence of this basic social rights emerged the most prominent right namely the right to health care (the right to health care) which then gave rise to other rights that are individual in the form of right to medical service (the right to medical service). And Human Rights Factors Human rights are regarded as the basic rights owned by every human being who can not be inviolable by any party (anyone).Human Rights are granted by the State to every citizen. In the International world, involving countries in the world, a rule or instrument that regulates human rights is created. Obtained health care of Class II A Pontianak based on Government Regulation No. 32/1999 on Health Service Rights of Established Citizens. The efforts undertaken by the Government in fulfilling the right of prisoners to obtain adequate Health Services in Prisons Class IIa Pontianak is the health services provided to prisoners Class II A Pontianak Prison as usual in accordance with the health service programs that have been set in prisons. In order to smooth the implementation of health service program in Prisons Class II A Pontianak, it is necessary to provide: Manpower, Equipment, Health Service Room, Drug Medicine, Service Scope. Facilities and Infrastructure Special Services. In addition to public health services, Minimum Service (SPM) Health and Food Services for Prisoners at Penitentiary Class II A Pontianak, Fulfillment of the Right to Get Health Service and Food Worthy for Prisoners Class II A Pontianak, Fulfill Rights Health Services For Prisoners In Class II A Pontianak Correctional Institution, Fulfillment of the Right to Obtain Health Services for Prisoners of Pregnant Women in Women Prison Class IIA Pontianak. Recommendations to socialize Government Regulation Number 32 of 1999 on the Right to Health Service of Established Citizens.
